A core objective of SOOS is to grow the network of contributors and stakeholders, to ensure broad communication across disciplinary, programmatic and national boundaries, and to enhance collaborative efforts.

The SOOS internal network includes SSC members, ex-officio representatives, data committee members, and national representatives, currently representing over 20 nations a coverage of 50% of the official SCAR and SCOR nations. Over the coming years, SOOS will aim to increase representation in the internal network, ensuring that all nations interested to connect to SOOS are represented. Beyond this, the network of national programs, affiliated organisations, connected international coordinated observing initiatives, and connected international programs is vast.
